Secret. My despatch Secret (2) of 21st December 1927
paragraph 5 University of Hong Kong and Chinese School
Local Chinese have subscribed about dollars 200,000 interest
of which dollars 14,000 is to be used to support Chinese
School total cost of proposed school dollars 60,000 a year.
Without provision of balance proposal must drop and position
revert to that of the end of 1926 s-ee despatch quoted
Government already contributes dollars 13,800 towards teaching
Chinese in University see Estimates 1928 page 98 Item 24.
I concur with Clementi in attaching the greatest importance
to the establishment of Chinese School and have explained the
„position to the Finance Committee which unanimously agrees to
increase grant from dollars 13,300 to dollars 46,000 for 1929
with a recommendation for continuance for a further four years
this will give time to show whether the School can be
permanently established without Government subsidy. Clementi
is fully conversant with the position and whilst averse from
Government subsidy if it could be avoided will I feel sure support
the present proposal as the only possible means of starting
Chinese School. Request telegraphic authority to include in the
Estimates and give definite decision at once to the University
which must have time to arrange work and staff for 1929.
